Description

Refusal to properly dispose of trash for the second consecutive week. Trash is neglected with the trash bin left lying askew in the street.

What is happening here? The trash collectors are refusing to take whatever is in there? And then throwing the can on the ground?

DPW - aren't the guys supposed to leave a tag on the toter that says there is illegal stuff in it? Why would they knock it over onto the ground?

If blue recycling toter is contaminated, the crew tries- time and circumstances permitting- to leave a sticker. How it got knocked over -not sure but might have been the weight of the material?
