Car has been here regularly for over a year, so it's not just a visitor -- this is well over the 60 day limit after which one is required to transfer an out of state registration per state law. Car is normally parked on the street most nights.
Whoever owns this car is evading property taxes that belong to the City of New Haven.

per DMV site "Full time students living in Connecticut but maintaining out of state or out of country permanent residency do not have to obtain a Connecticut license as long as full-time student status is in effect. Once full-time student status is terminated (according to school records), you have 30 days to obtain a Connecticut license."

This is offensive that productive people are attacked in this manner. Why are you not going after landlords not paying millions in back taxes?
Maybe student financial aid qualifies them as out of state resident until graduation.
