Description

The signal at the intersection of Lincoln and the EB 91 on/off-ramp does not default to Lincoln traffic. Each morning I cross this intersection at around 3:30, with not another car around and no traffic exiting either the 91 off-ramp or the hotel on the west side of Lincoln, yet the light is always red for Lincoln traffic and requires a substantial wait before it changes. As soon as Lincoln traffic proceeds, it changes right back to red.
