NC DOT looked at it in the past and said it was working fine because they didn't look at it on the weekend where the problem is extremely obvious.
The problem is ONLY on the weekends, this is very important or else it will be viewed as working correctly. The algorithm is clearly messed up at that time and the light only changes on every 3rd cycle.
