Albany Police Dept_Admin 1 assigned this issue to APD LT-NEU

Many thank you's to the APD if you can change these cabbies' behavior. I've noticed a recent increase in violations of the no-honking rules after 10 PM, and it appears usually that the cabbie doesn't even know what address he/she is supposed to be picking up the fare at. If there is no answer at the first house, the cab will move a few houses down the block and honk again. Are there training programs for cab drivers where the laws are explained? Unfortunately, at night it is VERY difficult to see the cab numbers to make an official complaint, especially from a second or third floor window. Could the cab license requirements be amended to require that the cab number be painted in large numerals on the roof of the cab?

I too have noticed an increase in cabbies leaning on their horns. Some of them are blasting music as well. Of course the situation is worse in the warm weather, with windows being open. I realize it's hard to manage the noise situation, but anything to lower the noise level would be greatly appreciated.
