Description

I have reported this before. It is not actually a pothole, but I don't see that it fits anywhere else since there is not an "other" category. The ring around the pothole is broken. EVERY time a car drives over it, there is a horrible clanking noise. DAY or NIGHT. Try sleeping with that!
