I talked to someone at solid waste yesterday and it was hauled off today. These are definitely from the big bellies. The person who empties them drives a recycling truck so he only takes the recycling and someone else is supposed to come by later to get the trash. I guess they occasionally miss some for whatever reason, maybe they can't see it because a car blocks it? This happens about every other week.
