His offer to purchase from the bank was accepted, so he gutted the place and put his sign out front for rent, even before he closed on the house. Now he is illegally doing work inside while advertising for rent to students. Who knows if it is safe or not without a city inspector inside. There is also an illegal attic bedroom. If you look in the bathrooms you will see new electrical wiring, all not done to NEC standards. The lawn needs mowing too.
