Description

The man in Apt. 309 has a dog that cries/whines for hours when he leaves him alone. The dog is loose in the apt. and sits in the sun at the window and doesn't stop. Arte Weitz, has been told on numerous occasions, yet the management doesn't matter to him. I live in 209 and I need help. I am at my wits end. Thank you.
