The lawn at 1407 25th Street has been cut since this initial posting, but this home shed light on an increased number of homes this year that have not been cut.
“It’s more widespread this year because of the foreclosure problems,” said Rockford Property Improvement Program Manager Charlie Schaefer.
As of Friday, the city had received 1,200 complaints of unmowed lawns, most of which Schaefer said were received in May.
From the time a city receives a complaint to its weed hot line, 815-967-6768, three weeks may pass before the grass is cut.
Usually within the first three days of the complaint, the city sends out an inspector to make sure the grass has grown in excess of 10 inches, Schaefer said. In the past, the city had six such inspectors. Due to budget constraints, the city has two.
Once the property is found to be in violation, the city attempts to contact the property owner, giving them five days to cut the grass. Schaefer said locating and contacting property owners of vacant properties is more challenging than many would expect.
Also, because new home construction has stalled, Schaefer said the city has numerous undeveloped lots.
Once the property has been subdivided, it can be hard to locate each individual owner.
“There’s a whole lot of vacant lots out there,” he said. “That’s our biggest problem.”
Schaefer said the city will make every effort to contact the property owner before a contractor is hired to cut the grass.
“Otherwise, the taxpayers are taking it on the chin all the time.”
