As it turns out this was by design, here is the explanation from our traffic engineer.
The crosswalk was not repainted after 36th St. SW was repaved in 2012. I made the recommendation that the crosswalk markings not be replaced at this location for a few reasons. Studies have shown that marking pedestrian crossings at intersections has no safety benefit and that you should limit the locations where you use these markings (Typically, crosswalks should be marked only on approaches to signalized intersections, at school crossings, and at midblock or other locations where pedestrian crossing is unexpected.). The crossing location on 36th St. did not meet any of the criteria for where you should mark a crossing. Another reason for not replacing the marked crosswalk is the cost associated with the installation and maintenance of the markings. Though these costs are relatively small for each location, the more locations we have, the bigger the bite it takes out of our budget.
