You can report this to the Oakland Police Department as well as your city council representatives (Pat Kernighan and Rebecca Kaplan). I, however, don't think it's ever a waste of time to let your neighbors know about what's going on in your neighborhood. Join nextdoor.com and look for your area. You can then post this to that as well.

I think joining your neighborhood Nextdoor group and knowing what's happening in your neighborhood is a great idea. That said, I'd hate to see suspicions that haven't been substantiated posted on Nextdoor. Contact your OPD problem solving officer and or Captain and ask them to look into it. OPD does periodic prostitution investigatons of suspected massage parlors. That is beat 3X, Area 1, so your PSO is:
