Thank you for the response, but I am afraid I have to disagree with you. Allow me to explain:
1. I checked the sight lines 2-3 times after your comment- looking left and right from the "STOP" lane marker (white line). Looking left the sight distance is not more than 10-15 feet. There is a property/home on the north-west corner of the intersection, with a fence that blocks the view. Most people who stop on red, do not stop at the white line, but make the decision to turn right further downstream.
2. The intersection also has an exclusive pedestrian signal.
I believe the Eastbound approach warrants a 'No Turn on Red' because of insufficient sight distance and a potential pedestrian crossing conflict. I hope the city Traffic department takes note of the issue and moves to resolve it asap.
