Description
The intersection of 9th & Lincoln has a "no left turn" sign for traffic coming southbound out of the park (by the botanical garden). This makes no sense.
East-west traffic is already stopped so it faces no additional interruption from left turns. Traffic exiting 9th ave. northbound generally just wants to get on Lincoln east or west; besides, there's no need for speed when entering the park.
So there's no reason to forbid a left turn when exiting the park southbound at 9th ave. The current restriction just forces more congestion onto 9th ave., which is already pretty choked. Allowing a left turn onto Lincoln eastbound would make a lot more sense.

There is a very good reason for this restriciton - there is very poor visibility with oncoming traffic, and it would be very dangerous to allow left turns unless it was a protected turn (left-turn arrow).
However, I do agree with changing it, and cars do choke up 9th Ave. (and slow the 44). I would support prohibiting cars from continuing straight down 9th Ave. from the park, instead requiring them to turn right or left on a protected signal phase.
In other words, cars could only turn onto Lincoln, and if they wanted to continue south, they could make a right on 7th, which is already designated as a thru driving route.
From my observations, it seems most drivers don't want to drive down 9th Ave., but are forced to and really damper the atmosphere of the street with their unnecessary presence and there left turns onto Irving.
I think this proposed arrangement would work better for everyone, including the businesses by making the street an even more attractive place to be.
