This has been an issue for years, and I too have reported it numerous times. Primary problem is that the storm drain system is outdated and I've been told by state DOT that the diameter of the pipe under the road is too small. Hence, every time we have a medium to heavy rain, that area becomes a lake, people stall out, turn around, drive on the wrong side of the road, etc.--it's a definite traffic and also neighboring property hazard (my driveway is now missing huge chunks, eroded by deep rushing water). I called the police nonemergency line about it last night; while I got the most pleasant, polite response I've ever had from calling that number, and they promised someone would come out, I did not see any police cars turning traffic back.

We are downhill of Forest Avenue and our driveway and backyard are full of mud and debris carried by the torrents of rain water and run off. This happens at least once or twice a year.

Still flooding at Forest Road in New Haven, every time we have heavy rain - this morning included. Who is responsible for Forest Road, the state or the city?

That is a state road and should be handled by CT DOT. I can probably put in a call But I would suggest you send an email to the state representative in the area (Pat Dillon) and ask her to give DOT a call as well.

If the state DOT listened to the delegation, Whalley Ave would be walkable and the tree plantings would be done right. They did not. For good or ill, DOT professionals work more closely with the city. I did contact City Hall about Forest Road, both the pothole and the flooding. We'll see.
