It is not "cutting through" when one lives in that neighborhood, as I do. This neighborhood I'd shady a maze of one way streets, and there are a limited number of ways to get up to Prospect Hill. By removing this left turn, people living on or behind Hamlet will have to go through at least two more lights and drive several blocks.
The reason for the back up is two fold. One, too many people don't use turning signals. Secondly, people are in a fog and don't allow themselves enough room to simply pass on the right a car making a left turn there, and there is plenty of room to do so.
