Description
There has been standing water at the bottom of the tube. I've been driving the same commute through the Posey for over 20 years, and I don't ever remember pooling / ponding / standing water. We've had some recent heavy rains, but this isn't the first time that it has rained in 20 years, so there must be a clogged drain. Please check the drains, since this is a major route for Alameda.

I have spoken with Caltrans and they will send someone out to check the drain to be sure that it is cleared. Thank you for reporting this to us.
