When heading north on 5th St, the traffic light will not change from red to green unless another car approaches from the opposite direction, heading south. I've sat at this light for many minutes when heading northbound, especially late at night or other times of the day when traffic at this intersection is light.
I've approached this light heading south (from the bridge across the valley) and heading west (up the hill), and the light switches in a normal amount of time from those directions.
