Vacant lot needs grass cut. Archived

The city never cuts the grass. The neighbors usually end up doing it.We applied for the lot but the city hasn't let us get it.

Vacant house with trash & debris in yard, overgrown sidewalk Open

5357 Knox Street Philadelphia, PA - Germantown

For 10 years, this corner property has been a hazard because of weeds, open doors & windows, debris in yard & now construction debris from demolition of porch. Vermin are around the building, & broken drainage provides standing pools of water.

  I guess there is a change: weeds are now dead until the spring. Another danger is presenting, in that the owner has large amounts of tinder & construction debris in addition to the trash stored right up to the front door and the back wooden porch. The interior is already a fire hazard because of the debris stored inside, & because an unmaintained fireplace being used. The fire department refuses to get involved: the local firehouse because they can't get in, & Fire Commissioner Ayres for unknown reasons, refuses to reply.

  David, Cindy Bass has been in court at many of the hearings. Latest case was closed (take a look: this seems to be what the Phila. Historical Commission considers OK) on 2/26/2013. Courts refuse to enforce city laws...for some people. The scofflaw owner won over the wishes of the neighborhood.

Illegally Posted ADs on Utility Poles and Traffic Standards Open

Germantown & Chelten Ave. Philadelphia, PA 19144 - Germantown

White fiberglas signs 9"X12" have been posted on the utility poles and traffic standards not only at Germantown & Chelten Ave but at just about every intersection in the Northwest. The sign poster has graciously provided a phone number: 267-229-1970 in bold 2" high purple numbers. The sign reads:"JUNK CARS $250 CASH PAID. This onslaught of unsightly street spam is relentless.

  To Christoofar: Thanks for the address to "banditproject.org" I have found that the most effective solution to this problem is to simply rip them down, however there are some signs that are posted beyond my reach even with a ladder. Thanks again, Traindude

  Yes I also take them down and occasionally I do roundups taking them down in LARGE AMOUNTS. There are also volunteers ripping signs down by the hundreds. There are only two people at the Streets Department who are tasked with signage removal and referring to L&I for enforcement. I have help from a very wonderful City Council staffer who is also sick of the signs plaguing her neighborhood, but the amount of signs is crazy---we have to rip them down as soon as they come up and go after the new signs that appear if this problem is to be dealt with. The City of Philadelphia really has to come down on the heavy hitters. The media has been running stories about how the signs are illegal which has helped slow the amount of new signs in some areas. A lot of people still believe these signs are legal and OK to put up. They are not.

  This onslaught of blight is continuous and perpetual. It is so pervasive and ubiquitous that it has become an acceptable part of the urban landscape in Germantown. After 31 years in that neighborhood I moved out so it is no longer my problem and I no longer have to deal with this mess again ever.

THIS HOUSE WAS GUTTED OUT AND THEN ABANDONED. HAS ONLY A HALF ROOF AND NO BACK.THE SUPPORT BEAMS ON THE TOP FLOOR ARE SAGING OR DOWN ALTOGETHER. PORCH ROOF IS FALLING OFF.THE PORCH HAS A BIG HOLE WHERE THE WOOD IS ROTTED AWAY.I HAVE CALLED L&I AND 311 NO ACTION TAKEN, ONLY TO POST DANGER SIGNS ON WINDOW. LAST CALL TO 311 WAS 5/18/10. Home badly damaged by fire has been abandoned for nearly two years; the front porch is near collapse (propped up by pieces of lumber) and tall, thick weeds fill the backyard.

Debris Filled Lot Open

5300 Block Germantown Ave. Philadelphia PA 19144, Philadelphia, PA - Germantown

A vacant lot on the east side of Gemantown Ave. 5300 Block between Church Lane and Coulter St. has remained littered with trash and debris for years and is a short dumping site. This issue was reported in March 2011 and was being monitored for progress but it appears that it has not been resolved. The owner of the property was supposed to clean up the lot but no action has been taken and his (or her) refusal to take responsibility for this property is beyond negligence. This is defiance. The city was supposed to clean the lot and bill the owner for the clean-up by Labor Day. What happened?

  Following the suggestion of Majd B. I did call the Managing Directors Vacant Lot Program. As of 11/08/11 the lot remains as it was when this issue was first brought to the attention of SEECLICKFIX in March, 2011. I was informed in March that it would take months to attend to this problem and that the best we (I) could expect was some satisfactory result by Labor Day 2011. Here it is, 16 days until Thanksgiving Day and anyone looking at this property can see that nothing has happened to clean up this lot. The only difference that anyone that has been paying attention to this lot can see is that there is more accumulated debris and the vegetation is beginning to enter Autumnal dormancy. Perhaps it will be even less noticeable when the lot is covered with snow.

  Just the usual apathy and inertia. As of 11-22-11 there has been no action taken by either the city or directly by the community, i.e. Germantown and the so called Wister Neighborhood. This property is immediately adjacent to Holsey Temple which is used by the neighborhood as a polling place for elections and was visited by countless numbers of presumably responsible neighbors who voted last Tuesday, November 8th, and folks who being community minded, were working the polls. Apparently no one noticed that right next to the church property was a tangle of weeds and debris run amok which many people had to pass directly in front of in order to vote inside the Holsey Temple. So, sadly, again I must report that this issue is still open and awaits resolution. By the way, this issue was initially reported in March, 2011. There was supposed to have been a community meeting at the Impacting Your World Christian Center (IYYCC) on Market Square on Wednesday, November 9th, 2011 to discuss issues such as this monstrous eyesore, but as usual, the neighborhood ignored the invitation to come out and discuss problems such as this.

building is collapsing Open

140 West Price St Philadelphia, PA - Germantown

This buildings collapse is accelerating and leaning toward the driveway of the adjacent property (136W Price).
140 W Price has been neglected and vacant for at least 11 years!
For the past 3 years the present owner of this blighted building has stood by allowing its decay.
The risk of collapse is eminent!
All interior floors have collapsed into the basement and it is at great risk of falling down.
The owner has been recently dumping construction debris from other jobsites in the side yard.
THIS IS A CRUMBLING RISKY STRUCTURE!
Local children living on the street can get access to the crumbling house.
We as concerned neighbors need HELP!!!

Abandoned falling down building yard full of trash & debris Open

This building has been vacant for at least 10 years and for the past 3 years the present owner of this blighted building has stood by allowing its decay. The risk of collapse is accelerating (as seen by the propped up wall with a rotted timber) All interior floors have collapsed into the basement and it is at great risk of falling down. The owner has been recently dumping construction debris from other jobsites in the side yard. Under all of the weeds & vines climbing this structure is a CRUMBLING RISKY STRUCTURE!
L&I Please take this seriously.

  So is that beam leaning up against the building in the back supposed to be supporting it?! What a shame for the local residents and homeowners that this property has been allowed by the City to fall apart like this. I just do not understand why the City lets this happen......but they do........you see it all over the city. I do hope that they step in and do something, like take the property away from the owner and demolish the dangerous structure. And if the building collapses on it's own, I bet the City will just leave that eyesore as well. Shame on you, City of Brotherly Love!!

Illegally posted signs on traffic standards and street light fixtures Archived

5300 Through 5600 Germantown Ave. Philadelphia, PA - Germantown

Sometime between 11AM Monday,4-18-11 and 9AM Tuesday, 4-19-11 someone posted signs on almost every traffic standard and light fixture on Germantown Ave. between Penn St and Armat St. The signs read "JUNK CARS" 267-784-3100. I was able to remove the signs that were attached with staples but the culprit ingeniously attached some of the signs to metal with a strong adhesive. These signs are known as street spam or snipe and they are distracting to motorists, they really detract from the aesthetics of the avenue and they are hideously ugly. I'd love to catch this creep in the act.

The property located between Holsey Temple and the Germantown Friends School Parking lot on the east side of Germantown Ave is now a vacant lot that has become a short dumping site and is filled with litter. At this time there no one that is responsible for the maintenance of this property and it has been left to gather trash and litter.

  The process for resolution is as follows:
  
  Pictures will be taken of the violation and notices will be sent to property owner (thirty business days).
  
  Property owners will have a specified time (twenty business days) to comply with the violation notice. Once the compliance period is over, a re-inspection of the property will occur (ten business days).
  
  If owner complies with the notice (cleans the vacant lot), no work will be performed by the City and the case will be closed.
  
  If the owner does not comply, a City crew will be assigned to clean the property (thirty business days) and the property owner will be billed for all cost associated with the clean up.
  This process may take up to 90 days from the initial request to the date of the clean up, possibly longer in the summer months.

Sidewalk Unsafe Archived

305 E Walnut Lane Philadelphia, PA - Germantown

NEC Walnut Lane & Morton - brick sidewalk on corner property that has been allowed to become overgrown with grass and weeds and is in general disrepair. Exposed brick is narrow footpath with grass/weeds covering remainder of brick. Uneven brick path is as narrow as approx 18 inches most of the way around the corner. Additionally, property is often strewn with trash on Walnut Lane exposure and overgrown vegetation from property partly blocks sidewalk. Neighborhood is home to many elderly and disabled persons. Children's daycare is just north of property on Walnut Lane.

  Please have the owners repair and maintain thier property. The disrepair of the sidewalk, which extends the entire length of the property, is very hazardous for the children and other residents of the community. The property is not maintained. It is overgrown with weeds and ivy and there is trash and debris everywhere. On more than one occaision, there has been a smell of dead/rotting animal coming from the overgrowth/trash. Please address this blight on the neighborhood as soon as possible.

  we are doing our best to be part of a positive community, and this particular corner is a real problem. There is constantly debris; dead animals, broken glass, cans, other easily cleaned up litter. The plant life is overgrown into and onto the sidewalk. The walkway is so impassable that it is easier to walk in the street -- and this is a busy intersection. Please have owner maintain their property!
