Pedestrian walk signs in the city tend to move with the wind - so it seems. MANY are not visable to the pedestrians who are crossing the street due to being turned the wrong way or in a way that isn't facing the oncoming pedestrians. People literally cannot see the walk or don't walk signals. I have seen this in many places in the District, but the sign in front of Zed's at 28th and M Street, NW seems to always been turned the wrong way. And, in this heavily pesdestrian-trafficked area of Georgetown many people try to "make a run for it" in front of oncoming cars because they cannot see the "don't walk" sign. Pedestrian walk signals should be firmly positioned to face oncoming pedestrians, but sadly many seem to swivel for unexplained reasons. This is dangerous and should be looked into.
