2151 Caton Avenue Brooklyn, NY - City Council District 40
Copy of email sent to Mathieu Eugene 1/18/13:
I have been a resident of your district for the past 4 years. I live at 2233 Caton Ave on the corner of Bedford, right around your district office on Linden Blvd.
I am writing to complain about an on-going issue regarding the accumulation of garbage in front of an empty lot located at 2151 Caton Avenue between Flatbush Avenue and Bedford Avenue to the right of a Laundromat located at 2149 Caton Avenue (see 3 photographs attached taken yesterday Thursday January 17, 2013). In spite of numerous complaints filed with the New York Department of Sanitation through 311, the issue invariably reoccurs within days, sometimes hours of removal of the previous batch of garbage by the Department of Sanitation or the Laundromat operators. I have seen local residents discarding anything from fastfood, beds, empty boxes, sofas and any other detritus imaginable. I have seen people urinating, even defecating in that corner. It accumulates until eventually, sometimes after filing 3 or 4 or more complaints with 311, the location is cleaned up, only to be dumped on again within hours. Given that this is before an empty lot, its owner doesn't believe it is obliged to clean the sidewalk. The Laundromat, legitimately so, doesn't think it is obliged to clean the area since it is not before its lot. Meanwhile, local residents use it as a municipal dump. It is ground for highly unsanitary conditions, particularly in the summer, attracts rodents, and reflects poorly on the neighborhood and your district. It is disgusting and no one is being held accountable for it.
I am calling on you to see that this issue is being resolved once and for all. Perhaps the owner of the lot can be found and held accountable for removing the garbage. Perhaps a poster "This is NOT a garbage dump" could be placed on the wooden fence, though I doubt anyone would comply. Perhaps your district could invest in a sidewalk cleanliness campaign to raise awareness of the issue, which is not unfortunately restricted to this corner of Caton Avenue. Whatever the solution may be, I would greatly appreciate that the issue be taken care of. A portion of my tax dollars (city and property taxes) go towards keeping our streets clean.
Thank you for your attention to this matter andI look forward to hearing from you. Best,

City Link Auto parks cars on the sidewalk in the early morning and in the evening obstructing pedestrian traffic. They have been doing this for months especially weekdays between 3 AM and 6 AM
They also park unregistered cars on the street taking up parking places on Coney Island and Webster Avenues and they don't pay the meters denying the cit of needed revenue.
400 Argyle Rd Brooklyn, NY - City Council District 40
There are group of guys who loiter on Argyle outside the Salahi deli. They start in the evening and are there until the early morning. They drink, smoke pot, yell, fight, and urinate on the adjacent properties. They hit people up for money in a threatening manner, and leave their litter and bottles in and around parked cars, on the sidewalk, etc. And, their noise disturbs the people in the building above them.

The East side of the street has no sidewalk just mud and broken glass in front of the corner lot. Also, there is a Mechanic's garage that is always blocking the sidewalk with numerous damaged cars all day long. Plus it should be made a one way street, it is way to narrow to traverse in two directions. There are schools on the block, and school busses are forced to squeeze past the other cars making for very unsafe conditions.
Locust and East 15th should be made one way streets, and have proper sidewalks put in. It is not a safe place for people to walk or drive kids to school.

the curb along the sidewalk is broken and is a serious falling hazard. it was attempted to be repaired but the blacktop that was placed during the rain did not fill the hole and it remains uneven.
23 Newkirk Plaza Brooklyn, NY - City Council District 40
At the Newkirk Plaza overpass, by the Foster Avenue bus stop between E. 16th Street and Marlboro Road, on the South side of Foster Avenue just West of the bus stop waiting area, there are several mature trees, on the property South of the fence, that are arching over the fence, with the heavily laden branches at the top of the trees touching/landing on the sidewalk area where a tree pit might be located. They create an arch way under which people can walk. They are also leaning on and pulling down the telephone wires of a nearby telephone poll. The private property cannot be seen from the sidewalk.

The tree at 664 is split and will fall any moment. People are crossing the caution tape posing for pics beneath it.
A work order has been created by the forestry dept, but the tree is visibly splitting and will fall into the street and sidewalk. Both fallen trees at Rugby Road (664 & 668) need to be removed immediately.

A grown man (and sometimes 2 adults) currently and frequently plays with a very loud remote control car on the sidewalk and alongside Crooke Ave itself outside 85 Crooke. It can be heard from several stories up with windows closed and is a nuisance.

The street in front of the school located at 1395 Ocean Avenue is terribly ripped up along the sidewalk. This is a location where children load and unload off school buses daily. In addition, parents come regularly to visit the school. At this time the street is a potential risk of injury. i believe that the DOT or Dept of Sanitation may have overlooked this area when they did the post snow removal street repairs. Thank you.

There is dangerous, jagged metal from a wrecked car sticking out into the sidewalk. I asked them to move car into their yard last week and they have taken no action. Plus, this auto shop always has parked cars on this sidewalk, they use it as an extension of their yard.

John's Bakery's garbage is out of control. Every weekend, especially by Sunday morning the commercial bin is overflowing with garbage so that by Sunday night the sidewalk is filled with cardboard boxes and broken garbage bags. The hauler comes at 1:00 in the morning and then two days later the garbage is overflowing out of the commercial bin again. I have seen sanitation agents there chatting with the owner and ignoring the situation.

Cable vision dug up the part of the sidewalk where the entry to my house and placed barricade around the area. My house is the only house on the block banned from entry to the house. My neighbor has exactly the same house layout and they are not blocked from their entrance to their house. This is not acceptable and causing inconvenience. I was not informed about the construction. I had no idea until I called 311. Additionally, Cable Vision splattered dirt all over my gate. I am very upset with Cable Vision. Please see attached photos.

Huge chunks of broken Glass that are never cleaned up.
1041 Coney Island Ave Brooklyn, NY 11230, USA - City Council District 40
The site was formerly occupied by Elite Car Rental and now a parking lot and lot full of junk. Outside of the fence along the sidewalk is piles of litter. It never seems to be cleaned up and maintained. The litter is next to PS 217.
677 Argyle Rd Brooklyn, NY 11230, USA - City Council District 40
In June 2010, a large tree limb that fell, hit a parked car and broke the windshield, was cut up by firefighters but left on the sidewalk. The city never came to remove it even with requests to 311. All that was done was the police put caution tape up *across* the street where a branch on a different tree is hanging precariously.
The fallen limb is becoming a garbage dump with people just throwing their garbage in the branches. It won't be long before vermin start hanging out in it either!
253 Stratford Road Brooklyn, NY - City Council District 40
Seven weeks after Irene brought down a tree outside 253 Stratford Road, the sidewalk remains impassable. The tree was removed by the fire service weeks ago, but there has been no progress on fixing the sidewalk. As a result, pedestrians, including families with strollers, must walk out onto the street .

Sidewalk on Cortelyou between 17th and 18th street in disrepair and always strewn with litter, because. Who is responsible for repairing sidewalk? Because it is a dead zone next to people's back yard/driveway the litter comes in via wind and pedestrian traffic. It doesn't seem fair to place the burden for keeping the block clean on the homeowner.
1501-1599 Caton Ave Brooklyn, NY 11226, USA - City Council District 40
I hope the parks dept. Is planning on resodding and filling these huge ruts they created. They made the sidewalk wide enough to drive on but couldn't keep on the pavement.
1320 Cortelyou Rd Brooklyn, NY - City Council District 40
Sidewalk and tree pits grimy. Pigeons roost in area, because they are fed from bakery, so lots of pigeon feces. Bakery dumpster always overflowing. Whole stretch of Rugby side of bakery off Cortelyou needs consistent washing and cleaning.
1322 Cortelyou Rd Brooklyn, NY 11226, USA - City Council District 40
This area is grimy and filthy with litter, overflowing trash, pigeon feces, bakery residue, caked and hardened residue in the tree pits, one new tree dead from the hardened earth around it. The area looks and smells disgusting. Apartment and John's should get together to wash and thoroughly clean area often.
1807 Ditmas Avenue - City Council District 40
House at corner of Ditmas Avenue and E. 18 Street has badly cracked sidewalks on both the avenue and the street.
Walking is hazardous.
Why has this homeowner not been issued a citation. and the city taken the responsibility of having it repaired?? Does someone have to break a leg? I did in fact upload a photo of the crumbling sidewalk. The condition is getting worse.
1701-1799 Cortelyou Rd Brooklyn, NY 11226, USA - City Council District 40
Constant problem with litter along this stretch of Cortelyou. Two private homes abut the area and need to come to some kind of solution about maintaining area.
1189 East 29 And 2901 Avenue L - Brooklyn Community Board 14
Is there anything that can be done to get the sidewalks back into use for the public? It is a huge danger for pedestrians to be walking in the street on Avenue L.
2114 Glenwood Rd Brooklyn, NY 11210, USA - Brooklyn Community Board 14
2114 Glenwood, between 21st and 22nd Streets, south side, appears to be in the process of creating a concrete pad in the front lawn off the driveway. There has been a car parked on the grass in that location for more than a year.
Is this construction or zoning violation, or a CB#14 issue as illegal curb cuts are? There is an existing driveway running to the back of the house, but this diagonal slot pad may be a convenient arrangement for multiple occupants in the house. There is no permit posted in view, though normal repaving of a sidewalk or driveway would not require one.
If not a defined zoning violation, this practice of creating parking in the front of a home is certainly a contextual violation of our neighborhood appearance. Other examples do exist, as on Bedford near Farragut with a full loop access, and on the lawn on the north side of Campus Road between 22nd and 21st streets, adjacent to the newer box homes with the steep diving driveways into the basement.
