The issue is that the person who parks in that spot actually parks outside of the spot in order to be a nuisance to surrounding neighbors. The handicapped zone is roughly a space and a half and he usually parks 3 feet outside of the space and essentially taking up 2 parking spots. Last time I spoke personally with parking enforcement they said that I or anyone else would getting a ticket if we parked in his spot but he would also get a ticket if he parked outside of his spot. It should be a two way street. No exceptions.
