Noisy neighbours.
Both parents and children behaving in an anti social manner, yelling, screaming, talking loudly wanting to be heard creating all sorts of noise issues inluding car repairs, horn blowing and nusiance dog barking to annoy and invade my home everyday.

  Elkhart, Indiana, a town of around 48,000 near the University of Notre Dame, is an anti-noise success story. The city's anti-noise program relies on active enforcement of noise ordinances to reduce noise. The strict fines from noise enforcement generate revenues to fund a noise enforcement officer and anti-noise publicity. Also, the lessening noise levels have improved the community's quality of life and reduced crime.
  
  In 2008, I told the Common Council: "We are determined to eradicate noise pollution in our city, from boom boxes, broken mufflers, train whistles, loud motorcycles and other sources by initiating a zero tolerance noise ordinance."
  
  Police Chief Pflibsen and I recently hired a noise control police officer, Mike Bogart. In 2009, Officer Bogart issued 1,200 tickets, generating more than $273,000 in fines. In two years, noise fines have generated more than $400,000.
  
  The fines not only deter noise and punish noisemakers; they also fund the anti-noise program. Noise fine revenues have been used to equip two Mustangs as unmarked police vehicles as well produce and distribute public service announcements on the hazards of noise.
  Fines for noise violators in Elkhart are stiff:
  
  $ 250: first offense
  $ 500: second offense
  $1000: third offense
  $2500: fourth offense
  
  Last year, Elkhart's noise control officer did more drug busts than any other Elkhart police officer—and he was looking for noise violators, not drugs. Elkhart's experience demonstrates the strong link between noise, guns, drugs, gangs, and crime.
  
  Elkhart officials are enthusiastic about the anti-noise program. According to Police Chief Pflibsen, "Elkhart's noise ordinance has had a positive impact on the city's quality of life." Tim Balyeat, Elkhart's assistant police chief, commented that "since the inception of the anti-noise program, Elkhart has become a quieter place to live."
  
  Bradley Vite, an Elkhart resident who led the campaign to institute the policy, said that "Elkhart's anti-noise program is a great tool to reduce crime. Elkhart's anti-noise officers have found meth labs, marijuana, cocaine, weapons, and individuals with outstanding warrants. Noise is a quality of life issue. The actions of the city government and the police have dramatically reduced noise."

  Noise and yelling started again Sunday afternoon but has ceased today Tuesday 3rd July 2010.
  Was woken up at 4.45 am Tuesday 3rd August 2010 by their dog barking near my bedroom window.
  Rubbish being thrown everyday on footpath in front of my place by neighbours at 84
  Cars driving past with modifyed mufflers and some with loud base car stereo and horn honking.
  It's not as bad as it used to be but give them an inch and they take a foot.

Memorial Blvd Newport, USA - Newport

We have a city law that is supposed to fine motorcycles $440 for a violation I have never seen it enforced. As anyone who lives here knows we could solve the city's budget woes buy enforcing that law. In a two hour period last year i counted 82 with loud exhausts. 82 x440=less taxes

heavy truck traffic on this downhill and curve cause many near accidents, speed is big issue, with traffic coming downhill near 90 mph. Noise from brake retarders and squeeling tires needs to be addressed. Noise abatement issue.

  High speed truck traffic due to the Marcelles Shale invasion has caused excessive deer and animal fatalities, on this curb. Many animals cross here because of the Pine Creek and they don't have a chance. I have had 8 deer and numerous other animals killed in front of my house. Many car and truck accidents also. We cannot even get across the street ourselves without taking our life in our hands. People have been killed also coming down off that hill and going into the curve. Something needs to be done.

I am writing to report that your delivery person for The Ridge Condo Association, in Fairport Harbor has an extermly noisy car/truck and at 3:30 AM EVERY AM they awaken me with the noise(muffler ? ) of their car/truck,as well as the slapping of the newspaper on the drives as they throw them out the window! This is a very quiet neighborhood and at 3:30 AM noises like that are not appreciated ! PLEASE have delivery person either come later (5:00AM ish) or use another car!

5712 Country Ln. Stanley NC 28164 - US Congressional District NC10

This is a residential area. We have lived here prior to the racetracks inception. There are repeated noise ordinance violations that are ignored, air quality issues, EPA violations that our corrupt Lincoln County government has turned a blind eye to.
They are seeking expansion of said facilities and calling it improvements. This is at the expense of the residents who live here and have to work and have children that need to go to sleep.

  I moved to Alba Mill Rd in 1974 to raise a family, have a farm, retire and see my children build their homes on our land. Family is raised. Had to get rid of the cattle on the farm (28 head of black angus) due to the deafening noise carried from the race track, a mile through the woods, that scared the cattle enough to run through fences. My retirement which was supposed to be peaceful is not. In addition to the uncontrolled noise pollution, I have had to call police multiple times due to late night "racers" getting drunk, dumping trash, starting fights and still racing down Alba Mill Rd after the "official" races are over. I'm sure Mr. Evernham and Mr. Mack are long gone, if they even show up to collect the check, before the late night fun begins. But what is most nauseating is that my children who worked and deserve my land I spent 30 years paying for will have to sacrifice any quality of life to live here so Mr. Evernham and his wife can collect a check with little to no concern about what they are destroying. Are these the values, or lack of, Nascar promotes? If Evernham or Mack want to "help" the community as their forked tounge speaks, then move it beside their homes.

  The East Lincoln Motor Speedway has been a source for me and my family a routine Saturdeay night nightmare. We are unable to do anything outside when the race track is operating because of the noise and have to keep ear plugs beside our bed in order to go to sleep before they shutdown. We also get a lot of air pollutants and are concerned about what may be happening to our well water and water in the creek that runs in the front of our prperty.Because of the large planned expansion of the raceway there will be a large amount of untreated sewage going into the ground because our area of the county has no sewer service that is provided by the county. We also have a lot of garbage thrown out on mariposa road and Alba Mill road, which is a collection point for would be racing drivers. Mariposa Road is one of the worst I have seen in our side of the county and a good bit of that problem is caused by the increased amount of traffic brought in by the speedway. we are opposed to any rezoning and expansion of the East Lincoln Motor Speedway..

  I have lived in this area long before this racetrack was built, at that time we did not have zoning, so after the fact we asked for zoning in order to stop future expansion, now they simply want to change the zoning rules to acomodate something that is not wanted by the majority of the residents, most of the people who are in favor of this track do not live in the immediate vicinity of the track. This track has nothing to offer to the community except to make our lives miserable. My wife just a few weeks ago had a double lung transplant and I have a letter from the transplant team at the hospital in Chapel Hill N. C. that states that the pollution from this track will be very detrimental to her health. I ask you today to please consider what the majority of the folks want, and put your self in our position, and please remember we were here first.

Illegal Cabaret/Nightclub in Residential Neighborhood - Excessively loud musi... Archived

The establishment is called Club Deportivo Corp, a non-profit organization that operates as a cabaret/bar/nightclub on the weekends; in addition it has been shut down on several occasions because of illegal gambling and drug sales. It's in a residential neighborhood and consistently plays loud bass-driven music on the weekends and holidays, I checked with the NYS Alcohol Beverage Commission, and found that they do not have a license to sell or serve alcohol. In searching, I also found out that the entity type is DOMESTIC NOT-FOR-PROFIT CORPORATION; not a nightclub. Unfortunately, repeated calls to 311 for the noise complaints and NYPD Precinct 46 for the illegal sale of alcohol has not shut the place down for good. I also contacted the building's landlord, David Isaacs, (917) 805-0736, and he stated that he doesn't even know what type of establishment they are running.

Although this place has been a part of the neighborhood for so long, they do not have a grandfather clause to run this sort of business in a residential neighborhood. In addition, on/off duty police officers frequently visit the establishment on weekends when they are supposed to be patrolling our streets to keep them safe, and rarely respond to 311 complaints unless there's been a fight.

**I feel that because we live in the Bronx, we just don't matter because I have many friends whom live in Manhattan and when they raise issues like this, the problem is taken seriously and taken care of.

  I'm glad someone finally reported this. I too live in the area (across the street) and nothing has been done; the location continues to play loud music , illegally serve alcohol and gamble on the weekends. If NYPD has been called they rarely respond unless there's been a fight. I've been inside this establishment on a couple occasions and find it very unsafe because the front door is usally locked to prevent anyone from just walking in [eg. police, non-latinos], and there is no accessible second exit. From my understanding, it is padlocked from the outside. The landlord, known in the neighborhood as a slum lord, also goes by the name David Walker because of a prior legal issue where he borrowed money from the bank to do repairs on the residential part of the building (2150 Creston Avenue) and used 100% of the funds to do repairs at a different location.

There are group of guys who loiter on Argyle outside the Salahi deli. They start in the evening and are there until the early morning. They drink, smoke pot, yell, fight, and urinate on the adjacent properties. They hit people up for money in a threatening manner, and leave their litter and bottles in and around parked cars, on the sidewalk, etc. And, their noise disturbs the people in the building above them.

Traffic driving over the lane of metal plates between 72nd and 73rd streets sounds like a warzone! Ear plugs do not drown out the noise. Please consider closing the right lane, at least at night, while the plates are in place.

  I've complained about this very same problem with the plates on the same block three times to 311. 311 responded that the situation was investigated by the Department of Transportation and nothing out of ordinary was found and all three of my complaints were closed. This situation is beyond ridiculous. Construction guy told me the permit said they had to open the lane at night... its unbelieveable they dont close the lane at night. Its so loud at night it is waking up my children.

Cars Honking incessantly, blocking grids Open

For the whole two miles east from the Holland Tunnel all the way past Chrystie Street, traffic is three cars wide and the drivers block each grid throughout weekends, and THEY HONK CONTINUOUSLY.
Rarely traffic cops are assigned to direct the flow, though cops are sometimes observing cell phone use of drivers, they usually stay in the shade in a group of 4, or inside their cars parked on the sidestreet. The honking noise is horrible. There are DOT signs posted that there is a '$350 FINE FOR HONKING' , at Broadway and Broome, and two 'NO HONKING SIGNS" up Lafayette and Prince near the Fire Department, and why is a 'NO HONKING $350 FINE' sign posted on Thompson Street (West of West Broadway) a one-lane North-South street?! WHY don't they enforce the no honking and get those good fines?

  25 march 2012, still miserably aggravating noise form honking. Two days ago, though, there were three traffic police handing out tickets as fast as they could write them to drivers blocking the grid at BROADWAY and at MERCER on Broome. NOT at Lafayette, Cleveland Place or any cross street east.
  
  ALSO, they block the CROSSWALKS all the time, making it impossible to cross the street for pedestrians. Sure, one could go into the traffic lane, but the drivers also want to move, and jeopardize my safety just trying to cross the street on the way home with groceries.

  Sunday morning, 8:30 am, there the cars are, honking and blaring, and the noise intrudes to my 7th story place, where 50 feet down the loft, I hear them, loud. What are they gaining? I know what I lose: peace on an early morning. No this had not been fixed, not even addressed. The drivers are completely impatient, and it is not right they are able to get away with this venting at local residents' cost. photo is April 6th.

The concerts and events at DeGale field are out of control noise wise this summer. We live more than 5 blocks away and it's as if these events are being held in our backyard. They also seem to happen every weekend. I don't know if they are impromptu or permitted.

Right now there is an extremely loud praise session going on which makes it completely impossible for our family to enjoy a quiet Sunday morning in the backyard. There was also a concert going on yesterday.

I don't want to stop the community from holding these events but the volume and the frequency needs to be reduced.

Neighbors clear cutting their property. At 7am on Saturday. I'm more upset about 6 mature trees coming down than the noise, though.

Logging buisness in RESIDENTIAL neighborhood. Open

1683 Country Club Rd Middletown, CT 06457, USA - Middletown

Large amounts of wood have been and still are trucked in to this site be processed and sold for firewood, and a portable sawmill is in operation to cut logs for lumber. There is an estimated 100 cord or more of firewood on this property and more coming in. This is a RESIDENTIAL neighborhood that has to look at this mess and listen to the sound of trucks, numerous chainsaws, the sawmill, backhoes, wood splitters, wood chippers and the guys yelling to each other over the noise of their own equipment. This goes on all week and through the weekend starting around 7am until dark. We are a group of concerned residents that have spoken to the city zoning enforcement office for 7 months and the issue has never been taken care of. If you have advice on how we can get enforcement please let us know. We did check the city zoning regulations and this is a violation.

  The yard and wetlands along the property have been used as a dump for building materials and anything else he can bring home for years, The owner still runs his trucks and equipment back and forth with and without wood. The place is a mess and the neighbors have tried and tried but the town doesn't help. We ( the neighbors ) are hoping he will move away soon.

  I still don't get why the town won't go after this guy. Are they afraid he may get violent or something ?
  Is he a town official's relative ? Has he bribed someone ?
  Maybe a lawsuit which includes both him and the town would rattle a few cages.
  If wetlands are being polluted, no clue why the DEEP won't touch it either.
  To have the only recourse be "hoping he moves away" is pretty pathetic.

  Last week he covered more construction debris with a small excavator in the wetland area along the side of his property, The yard is a dump and the neighbors in this area are sick of it. We have tried all resources except a news station. It would be nice if the town would check on this guy. By the way the debris is covered at night.

493 Adams Street Manchester, ct 06040 - Central Manchester

Cars travel at a very high speed in a 30 mile a hour zone. Not that it makes a difference but there are only 2, 30 mile a hour signs on Adams St. between Middle Turnpike and Center St. one at each end.
I don't know how cars can start from the light on Middle Turnpike past our house going as fast as they do, even wake us up in the middle of the night hearing cars making loud noise from speeding.
We can't get out of our driveway at certain times of the day, traffic is backed up past our house from the light on Middle Turnpike. Not often someone will let us out.
When trying to make a left into our driveway, cars have even passed me on the left and many times they sneak past us on the right, up over the curb and almost side swipe us on the right. When coming from Center St. taking a right into our driveway, because a telephone pole is between 2 driveways we have to make a wider swing to avoid the pole and if we wait for traffic to pass coming toward us, cars beep as us, can't they see what we have to do to get into our driveway. Even if no traffice is coming and we are turning they will pass us on the left. Can't they wait.
Beside ambulances that go up our street SEVERAL times a day, cars travel just as fast and do ambulances need to use their sirens from one end of the street to the other even at night.
Seeing I am doing so much complaining, when I learned to drive the rule was if an ambulance or fire truck was coming toward you or behind you we were to pull over and wait for them to pass. I don't know how many times I have pulled over to have cars pass me and keep going. The other day a fire truck was coming toward us on Center St. two cars were behind me. I pulled over, car behind me pulled over the third car passed us both, and before the fire truck passed the car behind me pulled out and came around me. Where did they learn to drive?
I almost got hit one day stopping at a 3 way stop sign. I was going to take a left but had a feeling the car coming toward me was going to fast to stop, yes he never did stop right through the stop sign. I would have gotten hit broad side. I have seen this so many times, what are people thinking. It was also a stop sign in front of a school.
If only a police car would sit on Jarvis Rd. they would make a lot of money on tickets.

  First - In response to your comments and Concerns over the SEVERAL Ambulances (as you stated) that pass your home each day on emergencies, you should realize that the Ambulance Base is located on New State Road and Adams Street is a Main travel route thru town to the South Side of Town including many Nursing Homes and Elderly Housing locations in addition to the thousands of 911 emergency calls that are responded to in Manchester annually.
  
  Second - In response to your concern over the use of the Sirens Under Connecticut State Statutes the Use of the SIREN is required to be in operation at any time the Emergency Lights are On to ensure both visual and audio notifications. Your house is also in the area of a Major Traffic Intersection and also several blind side streets, you even personally addressed a concern about people not pulling over as required by law for emergency vehicles so maybe you should reconsider your complaint.
  
  Third - If you were the one that called 911 for an Emergency would you rather the Ambulance not use their Lights and Sirens and take their time responding to your emergency, I would think not.
  
  Finally - I presume you Own your Single Family Home on Adams Street and you are not Renting it, so perhaps if you should have done your work and done your research before you purchased your home in the fact that you live close to a Major Traffic Intersection, You Live on a Major Traveled Road through Town, and Traffic and congestion and getting in and out of your driveway would be expected issues and perhaps a reason you should have reconsidered before you purchased your home. I personally would Never buy a home on Adams Street knowing the amount of traffic that travels on it and knowing that never mind trying to turn into the driveway may be an issue but having to back out of your driveway into traffic would be an every day hazardous and difficult and sometimes perhaps impossible obstacle - No Thank you

Motorbike Noise and Danger Open

620 Quinnipiac Avenue New Haven, CT 06513 - Fair Haven Heights

We live in Fairhaven, one of the city's most attractive neighborhoods. But weekend after weekend, the beauty of the place is ruined by motorbikes, roaring up and down Front St and Quinnipiac Avenue destroying the atmosphere. They create a serious traffic danger. Can nothing be done to curtail this anti-social behaviour?

  The New Haven Coalition to STOP ILLEGAL TRAFFIC (SIT) on our streets had its second meeting on Sept. 18. Alderman Justin Elicker reported that since our meeting last month, the city has started a concerted effort to address the issue of dangerous and illegal use of dirt bikes, all terrain vehicles, and other illegal motorized vehicles on our streets. Currently, police do not have the authority to seize and hold illegally operated motorized bikes and ATVs. Therefore, violators can reclaim impounded vehicles shortly after being caught by paying a small fine to the towing company.
  On September 18, 2012, SIT members decided that the quickest way to make our streets safer is to rally the community in support empowering the city to take more aggressive actions against illegally operated dirt bikes and ATVs.
  
  What the city is doing:
  1. The Corporation Counsel (the lawyer for the city) has been directed to explore the legality of the city taking possession of non-registered dirt bikes, atvs, etc. that have been operated illegally and destroying them. Other enforcement ordinances are also being explored.
  2. The City is in conversation with state legislators about state-level action.
  
  What Coalition members and supporters are being asked to do:
  a. Call the Office of the Mayor (203)946-8200 and tell the Mayor that you are concerned about this issue and that you want results by next summer 2013.
  or
  b. Write to the Mayor at MayorDestefano@newhavenct.net. You may want to include the following points:
  “I am a concerned citizen who is frustrated by the increase in use of illegally operated dirt bikes and ATVs on New Haven streets, inside New Haven Parks, and near playgrounds and other recreation areas. However, more needs to be done. I support the city’s effort to create policies that will eliminate the reckless behavior before someone else is killed. We’ve had many close calls already in 2012; a little girl was hit by a dirt biker while waiting at a bus stop with her dad, and a dirt biker himself suffered life-threatening injuries after losing control of an unregistered illegally operated dirt bike. house always has trash at the curb that never will be taken. junk all over property. people coming and going all night speeding up and down the road creating excessive noise. have even seen them turn around in neighbors front yard like they own it driving over the lawn. in comparison to surrounding properties this place is just an eye sore that makes noise all day and night. esspecially with the constant riding around the neighborhood on dirt bikes and four wheelers. pics are soon to come, waiting for them to come in

  EAST WINDSOR — The Board of Selectmen has approved sending a revised town ordinance giving the Police Department the ability to impose fines against violators of a law on keeping abandoned vehicles.
  The town meeting will be held at 7:30 p.m. on Wednesday, Oct. 28.

In a residencial downtown area is located a bar that not only generates music noise but bring noisy peole to the streets. When people gets out of the club around 2am (Thursdays to Saturdays mostly) some of them drank and start screaming and is imposible to sleep. Police usually has to intervene on streets conflicts and they create even more noise by talking to the people by microphoe and turning on the sciren. This neighborhood was designed to attract families to live in the city, please let the families have a more quiet life.

  I agree that clubs should make efforts to limit their impact on the neighborhood. It seems like there are some common-sense measures that could be taken by some of these clubs. But there should also be some understanding by residents that they've moved into a lively neighborhood that does not shut down at 10 at night.
  
  Several of these businesses were for many years the lone outposts of civilization in this neighborhood, and I think they are justified in resenting it when newcomers start dictating the terms of how they operate.
  
  A few years ago, cafe nine was just about the only thriving business on its block. Few people lived there and no one (to my knowledge) complained about the noise.
  
  A few months ago, someone purchased an adjacent building, changed the zoning code to mixed residential, converted the space into a loft-style apartment and moved in. They immediately began complaining -- loudly -- about the noise from the neighboring club, citing noise ordinances that apply in a mixed-residential zone. So far, it's been mostly bluster, but I would not be surprised to see a lawsuit filed.
  
  It's great that people are finding new uses for these old buildings. But you don't just move into a building; you move into a neighborhood, and you have to accept the features of that neighborhood that were there before you.

  Of course city life is noisy, but there is a huge difference between reasonable street noise and the crazy fighting that often breaks out when Center Street Lounge and Gotham Citi close on weekends, which makes it impossible to sleep. This is a legal nuisance, and if a lawsuit were filed, the residents would win. (It's not true that you have to put up with a nuisance just because it was there first. Ask a lawyer.) Though no one really wins a lawsuit because of all the legal fees, so it would be much better if we could find a reasonable solution. The clubs have to accept the fact that New Haven has made this a mixed-use neighborhood and is encouraging families to move here, and that the clubs therefore have to be good neighbors.

Recycling Noise ALL NIGHT Open

Somebody comes through the Church at Market St. area in the middle of the night and collects the bottles from the restaurants and apartments there. Homeless guys go through the bins on the street and noisily collect bottles and cans. Some nights they dump the full shopping carts into the back of a blue "recycling" truck, who pays them. The police have been called by residents repeatedly, yet the practice continues. These thieves aren't too concerned about being busted, and the police don't show much concern for the tax-paying residents of this area who have to get up for work in the morning. The noise goes on intermittenly throughout the night, making it nearly impossible to get a decent nights sleep.

Bombastic Zealots Preaching With Megaphones Open

This summer has seen a drastic rise in numbers and sound volume of street preachers at Yonge and Dundas square. Every weekend without fail they descend on the high traffic intersection with an arsenal of extremely loud megaphones casting warnings of fire and brimstone that can be heard from a far. They sometimes block the road or sidewalk and distract drivers while harassing tourists and locals alike. I understand that free speech is important to any democracy and people should have the right to preach their beliefs in a public forum, however they do not have the right to use electronic sound amplifications that drown out any opposing views and risk damaging people's ears. The noise by-law specifically prohibits using these megaphones but the Toronto police seem hesitant to enforce this by-law.

Re-Open State St. Bridge Open

1055-1079 State St New Haven, CT - East Rock

The State St. Bridge, over the Mill River, is now going on two years past its completion date. The city engineering department claimed that they would start working on a plan, in December 2011, to solve the water pollution issue, which has delayed the bridge reconstruction. Any progress on that plan?
Because State St. is closed, and Trumbull St. is now only one way, heading West, Willow St. has become a traffic nightmare and a public safety issue.
On Tuesday evening, because of the city's poor planning, the usual evening traffic jam, on Willow St. caused a major public safety issue, when two New Haven police cars, heading West (on Willow), and two New Haven Fire trucks, heading East (also on Willow), were stuck for at least five minutes, while car commuters totally blocked both lanes, preventing anyone from moving. Willow St. cannot handle thousands of cars per day. The noise pollution, air pollution, speeding, traffic jams and blocking emergency vehicles needs to stop.
The city needs to get its @ss in gear and fix the State St. Bridge.

  The tide surge, from TS Sandy, was flowing over the banks of the Mill RIver, yesterday morning. I didn't see anyone from the construction company around, as I was able to walk all around the site unmolested, except for the guy who stopped to ask me if I saw a "dead body" anywhere in the vicinity [no dead bodies did I see - man I love New Haven].
  
  At approximately 12:30, The water was about an inch below the temporary pedestrian bridge, and flowing into the containment area, from which the polluted ground water is allegedly being pumped. Good luck with that!
  The city must use the Mayan Long Count calendar to figure construction schedules...
  
  What do you want to bet that everyone shows up early, for the photo op, when this minor bridge is re-opened?
